Abstract：An opportunity of multi developments and constructions was offered to the Enemy's reared area, western Hubei province during the Anti Japanese war. In economic aspect, agricultural transformation, industry, mining and transportation had developed. In education, the educational legislation, the carryout of Planned Education and the increase of education investment spurred the western education. In politics, a series of reforming measures such as reforming administrative system, punishing bribe taking, combating evil forces and prohibiting drugs and opium smoking had taken.
