Abstract：Villagers' self government, as one of the skeleton democratic system and management model, cannot go without the country legislation. At present, the conflict between villagers' skeleton power and villagers' society shows that the village's democracy is lack of details of democracy. This thesis tries to analyze the relationship among the important three levels, which are the country government management, the power exertion of countryside people's congress council, and the leading ways of the village's party committee and villagers' self government. Besides these, it tries to bring forwards some legislative solutions.
