Abstract:The new policies during the late Qing Dynasty includes four processes;the new policies of for-eign affairs, the jiawu new policies, the new policies in the early years of the 20th century and the prepa-ration for constitutionalism which are interconnected and gradually progressive. During the processes, Qing government at first gave impetus to reform by means of transferring the power to the commander-in-chief and the governor of a province and at last tried to strengthen the authority of the central government by means of centralization. So the new policies of the late Qing Dynasty is the sort of history which the central government and provinces continually adjusted the relationship, the power of the central government and provinces flowed and ebbed, the centralized system continuously declined. Summary of the history during the period will be of great benefit to us to further learn the feathers of the development of modern China.
