Abstract:It is still open to discuss about the nature of the Homeric political system. Some scholars think that it is a fully established monarchy; some others think that it is only the military leader in military democracy period; still others believe that the basileus was some kind of chief. Based on the evidence of the epics, the paper tries to demonstrate that the kings in Homer had the power to make decisions, the justice and legislation, and the hereditary inheritance to kingship germinated. Therefore, to some extent, there was kingship in the Homeric society. But the exercise of the power of the kings was limited to many fields, and the hereditary inheritance was not absolute, the kingship in Homer was comparatively primitive, which was originated in the ashes of the Mycenaean palaces and was the product of the eastern Mediterranean environment.
