Abstract：Insisting in the viewpoint of scientific development to accelerate th e reasonable diffluence of higher education, is to insist in the development vie wpoint of people-orientation and giving attention to the whole aspects in order to conform the value target of the diffluence; is to insist in the development v iewpoint of harmonizing the whole and accommodating the outside and inside in or der to optimizing the proportion structure of the diffluence; and is to insist i n the development viewpoint of multiple competition and sustainable good order i n order to guide the orientation and location of the institutes for the diffluen ce.
