Abstract:In late Qing Dynasty, Tang Wenzhi, a personage of royal government relied, was deputed to reform the commercial policy and constitute the Department of Commerce. He presented memorial to the throne; recurred the royal government's strength and designed and manage the countrywide commerce; constituted chamber of commerce, recurred civilian principal strength to impulse the national economy; founded his own industry; recurred its normal strength to arouse more subsequence. All these measures made for heightening the merchant social class, developing the ethical capitalist economy, protecting the national economic rights. At the summit of his power in official, he decisively chose to keep aloof from royal government, leaving us a question deserved to research.
