Abstract：The degeneration of grasslands in the North,not only influence the life of local people,but also the environment of most parts of the region.In recent years,the government has made out a series of policies and invested a large sum of capital to change the degeneration of the grasslands,which did not receive a good result.The farmers seemed to violate the policies the government made.This paper takes a semi-farm semi-pasturing area as an example,observing the recent change of the stockbreeding production,and analyzing the interaction of the behaviors of the farmers and the government.
