Abstract：The power of villages and towns organization reform in our country,not only involves the question that whether hundreds of thousands of staffs in villages and towns remove or retain at some places,moreover also involves the question that among four levels of government,the province,the city,the county and the village shares the reform cost reasonably.Therefore,whether the current villages and towns organization reform comes to the top or not,mainly lie in that we must persist in some basic principles.
