Abstract:The protection of the rights and interests of peasant-workers depends largely on the outer circumstances.In this approach the focus is mainly on self-knowledge of the employer,the supervision of the government,the integrity and fulfillment of the law and the support of the social power.However,in practice,tensions develop.First,tensions exist between the legitimate allegations and their validity.Second,the local government and its personnel cannot fully realize stated goals and responsibilities.Finally,effective social powers are also absent.As a result of these tensions,a cleavage is produced between the sub-systems.It is recommended that the government promotes the idea of ruling for the people,constructs a benign inter-relationship of the four sub-systems and turns peasant-workers into citizens.
