Abstract：The acceleration of urbanization is the important characteristic of social transformation.Though immigrants with urbanization promote the social development of cities,they increasingly slump into exquisite conflict.According to primary observation,some of social conflicts in the course of urbanization result from governments' behavior or nonfeasance and last out or upgrade because of the same reason.Consequently,client-directed governments,based on law,must be built up in order to decrease social conflict inside and outside of governments,which can promote to construct harmonious society of cities.
