Abstract：Rural culture,rural economy and rural politics are the main components of China's rural society.Nowadays,the backward construction of rural culture is gradually becoming an obstacle to the construction of new rural areas.Based on the empirical investigation of 70 rural counties,the article suggests that the current backward construction of rural culture is a combined result of many factors,which are insufficient input,irrational institutions,the changing of technological environment and social restructure.Based on the cultural needs of farmers,a goal to protect the right of cultural development as the core of the new rural cultural construction is raised.At last,the article gives some advices on principles,tactics and ways to improving China's rural culture.
