Abstract:There are five basic balance that should be maintained in the classification of non-profit and for-profit private education in China. That is, the balance of private education and public education, the balance of history and reality, the balance of government support and government supervision, the balance of public welfare and profit, the balance of the CPC’s leadership and corporate governance. In the compulsory education, public education should meet the need of the commons while private education can satisfy the elite. The private education policy should respect history and reality at the same time. The government’s support and supervision are indispensable, they jointly guarantee the healthy development of private education. Encouraging more private capital into education is necessary to relieve the financial pressure and to stimulate the educational vitality, however, it is necessary to prevent capital from eroding public welfare. To keep the balance of strengthening the CPC’s leadership and improving the corporate governance is the key to the construction of modern school system of private schools in China.
