Positioning Dilemma and Top-Level Design of Chinese Housing Provident Fund Management Organization——With Comments on the Revision of Regulations on the Administration of Housing Provident Fund

Abstract:Based on the revision process of the Regulations on the Administration of Housing Provident Fund, this paper discusses the positioning of the current housing provident fund(HPF) management organization. The research shows that the various existing positioning of management agencies has their own rationality, but it is difficult to solve the financing and mutual aid function of the fund in the operation of HPF by positioning it as the administrative attribute. It is difficult to solve the basic requirements of fund raising when it is positioned as the deposit and loan attribute. It is difficult to explain the right of control and income of funds when it is located in the attribute of trust fund, and it is not conducive to the long-term existence of the system under the existing system. Based on this, this paper believes that we should gradually promote the reform of HPF management institutions on the basis of the principles of localized management of security funds, and solve the difficulties existing in various positioning. Firstly, we should promote the construction of HPF financing platform. Secondly,we should reorganize the management center into urban housing policy banks on the basis of financing platform. Thirdly,we should broaden the investment list of housing banks, and based on this, promote the development of housing policy banks and the construction of integrated social security system.
