Abstract：After introducing the fractal theory in brief, the paper uses the Zipf rule to calculate the fractal dimensions of the three scale indices-non agricultural population, gross industrial output value and total retail sales of consumer goods of the city systems of Hubei Province. Through analysing the variations of the fractal dimensions and the present features of the scale structure, the paper puts forward the direction for developing the city systems of Hubei Province.
