Study on transformation and upgrading path of development zone in Hubei Province: Based on improved life-cycle theory

Abstract:Development zones are the areas of concentration of economic activities and high-tech industries. Under the background of deepening reform of China's economic system and accelerating transformation and upgrading of its economic structure, the transformation and upgrading of development zones are significant means to drive regional economic development. Based on the construction of improved life cycle theory of development zones, this paper trys to introduce development level index of development zone (DZDL) and improved life-cycle stage evaluation system (ILSE). Hubei province was selected as typical research area to explore the life-cycle stage and transformation and upgrading of development zones. The results showed as follows. 1) Development zone is a complex life system, featuring evolutionary characteristics of life cycle period. 2) Studying on life cycle of development zones by constructing quantitative model based on improved lifecycle theory, this paper divided development zones into four stages, namely industrial park stage, science and technology park stage, new urban district stage and new industrial town stage. 3) Governments should conduct classified guidance for transformation and upgrade strategies of development zones at different life-cycle stages, and strengthen the level of fine management capability, in order to guide a better practice of transformation and upgrading of development zones in Hubei province.
