河湖长制能否起到保护水资源的作用?——基于湖北省经验数据

摘要 河湖长制是中国在新时代探索解决水生态问题的一项伟大举措,具有重要的现实意义.采用断点回归模型,探讨了湖北省在全面推行河湖长制之后对水资源的保护作用,对河湖长制做了一项政策评估.研究结果表明:1)河湖长制政策在短时间内并没有达到保护水资源的预期效果;2)河湖长制对于湖库的水资源治理没有达到理想效果;3)河湖长制的责任落实不到位,监管机制不完善.基于上述结论提出如下建议:积极完善河湖长制,充分发挥河湖长的引领作用;加大对湖库水资源治理力度;加强河湖长制的责任落实,完善考核监管机制.

Abstract:The River and Lake Chief System is in the new era of China to explore a great move to solve the problem of water ecology, and it has important practical significance.In this paper, by using the regression discontinuity model, the protection of water resourcesin Hubei Province is discussed after fully implementing the River and Lake Chief System. And then,we have made a policy evaluation results which show as follows.1) The River and Lake Chief System did not reach the expected effect on protection of water resources in a short period of time.2) The River and Lake Chief System has not achieved ideal effect on water resources management of lake reservoirs.3) The responsibility of the River and Lake Chief System is not implemented in place. The supervision mechanism is imperfect. Based on the above conclusions, the following suggestions are put forward: actively improving the River and Lake Chief System, and giving full play to the leading role of river and lake chiefs; strengthening the management of lake and reservoir water resources; enhancing the implementation of the responsibility of river and lake chiefs, and improving the assessment and supervision mechanism.
