Scientific and technological resources, transaction efficiency and regional innovation capability: an empirical analysis of panel data of prefecture-level cities in Hubei Province from 2011 to 2018

Abstract:Regional innovation ability is an important driving force for regional economic development, and has become an important symbol of regional comprehensive competitiveness. Science and technology resource investment is an effective way to improve regional innovation ability. Identifying the basic path and effect of science and technology resources on regional innovation ability has important guiding significance to effectively improve regional innovation ability. Based on the panel data of 12 prefecture-level cities in Hubei Province from 2011 to 2018, the evaluation system of science and technology resource stock, transaction efficiency and regional innovation ability was constructed respectively. The relationship among science and technology resource stock, transaction efficiency and regional innovation ability was analyzed by using the intermediary model. The results are shown as follows. 1) There are significant differences in the stock of science and technology resources, transaction efficiency and regional innovation ability among the prefecture-level cities in Hubei province. 2) Scientific and technological resources have a significant positive effect on regional innovation capability. 3) Transaction efficiency plays a significant partially mediating effect on the relationship between S&T resources and regional innovation capability. According to the research results, strategies for improving the transaction efficiency and further enhancing the regional innovation ability are proposed including optimizing the scale and structure of scientific and technological resources input, improving the physical infrastructure and optimizing the social system environment.
