Abstract:In 2014, the Chinese government reseted the classification criterion for city sizes, converting from four to five types, tightening the control over the number of internal migrants in mega cities and large-scale cities. Nevertheless, stringent policies like these failed to reach anticipated consequences of the regulation of migration. This paper points out the following reasons why this failure should occur: the government finds difficulties in deterring the influx of migrants; the management of group renting is not feasible; higher income and better opportunities for career development motivate internal migrants to work in cities other than attaining quality public services, etc.
