Abstract On studying the case, the paper holds that the strength of the power of village community attributes to the power given by the state. This kind of communities re create collective economy by means of making use of their geographical positions and its administrative power. As the growth of their economy, their political and social status is rising. Thus it makes possible that the growth of communities influence the state. And the paper considers that this kind of communities is still in their infancy according to the characteristics of their independent decision making.
