| On the Development of Western Welfare Economic Theory |

Abstract This paper probes the establishment of western welfare economic theory, the main contents of welfare economics and the new developments, and points out that modern social welfare is an outcome of industrialization and socialization and its fulfillment has close relation with governments' conduct. Thus it is of necessity for governments to take measures and hold social welfare.
