| Discussion on the Scope and Quality of Abusing Administrative Power |

Abstract The paper thinks that the ruling point of view on the scope and quality of abusing administrative power is untenable, being short of sufficient grounds to support it. The Author point out that the scope of abusing administrative power is not limited to discretionary power, and any kinds of administrative power has a possibility of being abused; Abusing discretionary power is not an unlawful administrative act but an improper administrative act.
