Abstract How to build up a new pattern which is fit for the development of urban economy, politics and culture, for the administrative system of urban community has been an important and urgent subject. On the basis of commenting and analyzing objectively on the used and current patterns, this thesis creatively puts forward some structural suggestions for the reform of the administrative system and also the way of carrying it out.
