Abstract To appreciate and handle properly the relationship between the authority and the community is a difficult question in community building, which decides whether community building can be advanced further or not. This thesis makes a case study on the experiment of Jianghan District, Wuhan City, which attempted to smooth the relationship between the community and branches of public security bureau. It analyzes the origin, development, rationality and impact of the new public security operating system in the communities of Jianghan District, and it also argues that the relationship between the authority and the community is systematically co existent, functionally mutual complementary and consequentially mutual beneficial.
