| The Historical Development of Chinese Government Institution——State Council and Its Characteristics |

Abstract Under the guidance of Maxism theory, Chinese government institution-State Council, forms on the basis of summing up the power construction lessons in the New Democratism period. As the development of Chinese politic and economic situation, this government institution has been adjusted and innovated for many times. The State Council is in the charge of the Prime Minister, which is on the basis of Chinese People Representative Conference and the principles of democracy and concentration. The nature, principles and aim orientation of this government institution, and its political parties institution's effect are obviously different from those of the west.
