| How Public Opinions Supervise Government: Comparison and Thought |

Abstract How public opinions supervise government is not only a theoretical problem which is worthiy to be discussed, but also a practical problem which should be solved promptly in the public administrative management. This article probes into the mechanism in formation, the process in operation, the necessary conditions and the developing tendency of the public opinions when they supervise government through comparison and analysis. The basic conclusion of the article is that the existing patterns and functions of the public opinions supervising government have certain positive effects and limitations because of freedom of the press. The healthy development of the supervision must be necessarily based on the regulation and control of press so as to become informational and legally institutionalized.
