Abstract During the late Qing Dynasty and early Republic of China the network structure of Chinese commerce chamber had mainly developed to maturity. In this stage all sorts of new mass organizations were set up one after another, especially commerce chamber. They not only developed in quantity so rapidly to nearly spread all over the country, but also enlisted other numerous new mass organizations around themselves. Therefore, on the one hand, the network structure of Chinese commerce chamber had accomplished the expansion of quantity in space-time, on the other hand, it not only made the organic structure of commerce chamber expand from grade 3 to 4, but also had perfected its gradation structure which took commerce chamber as the core. Its gradation structure included four sections which are the core?sub core?cooperation and borderline grades. Their status in the network structure of commerce chamber was gradually decreased.
