| Reason and Method for Reconstruction of Chinese Rural Social Security System |

Abstract The main reason to reconstruct rural social security system lies in resolving problem of poverty in rural regions so as to maintain social stability, innovating rural economic system deeply to promote its economic development, carrying out family planning policy to control the increasing of population, meeting the challenges followed by the aging of its population to strengthen the function of social security and the challenges brought by "China's entry into WTO". The method for the reconstruction are the ones based on optimizing the modes of social security, taking the innovation of financing system of social security as its key measure, putting the emphasis on establishing three systems of social security, making the building of perfect service network of social security as its supporting, taking the improving of the management of social security as its motif, and putting the strengthening of ruling by law as its safeguard.
