Abstract As a locally common living place, community, in a large degree, represents the basic characteristics of social transformation. Contemporary China is undergoing the transformation from a transitional society to a modern one, the structure and functions of urban communities are experiencing profound changes and such changes actually stimulate the changes of original social management institutions and the establishment of new forms for the organizing and operating in community.
