Abstract Community is the fundamental unit of the supply and consumption of public goods and the primary domain of urban public life as well. The basic predilections of the residents include maintaining society justice, stabling community cosmos, cleaning community environment, reconciliating community relationship. The attribution of community public goods decides that it is necessary for the supply of community public goods to establish the collaboration mechanism of multi lateral interactions. Establishing the supply system of community governance structure is the process of the decentralization of the government and society and the development of civil society.
