Abstract The sovereignty and people's interest are two basic points of Zhu Yuan-zhang's sense of the state, which are the basis for the construction of the government and its operation. Because the sovereignty is essentially personal power, it can't eliminate bureaucratic clique based personal relations to let the officials be impartial and work according to people's needs.
