| The Third Department and City Community Construction in China |

Abstract The development of city community construction in China is facing great chances nowadays. At the same time, it is also facing the selection of continuing the existing administrative-oriented path and pattern or importing new organizational resources. The paper considers that the development of the third department makes a significant sense to the construction of city community in our country. The third department has the advantages of building community that the government doesn't have. It discusses in five aspects in detail on how to bring the third department into the function of building city community, and also puts forward his personal suggestions on how to induct and encourage the third department into the construction of community.
