Abstract Generally, NGOs are the non governmental and non profitable social medium organizations, which endeavor for public welfare. The emerging of NGOs in the globe is not only the response to the market failure and government failure, which are disturbing us during social transformation, but also the organizational and institutional innovation in the history of the development of human society.
