| On the Non-balance and Independence in the Construction of the Modern State |

Abstract The construction of the modern state is a dual constructive process of the nation state and the democracy state. But this process is not synchronous in China. So in the process of modernization, Chinese society must accomplish the transformation from traditional country to modern state, namely, construct modern democracy state and accelerate political democratization through the political development in addition to building the nation state and advancing the integration of the state. Upon it, the paper takes the non balance and independence of political development into the discussing sphere; furthermore, these two aspects will be treated as the logic jumping off point in studying of the Chinese democratization process.
