Abstract The system change is the way to analyze politics, economy and social development in western new-institutional economics. The government plays a very important role in changing the system. But due to the crises laid in the public administration, to change the system in government itself becomes compulsory. The socialist political civilization is the outer and inner motive power to solve the public administration crises in theory, and to propel the government system change. Besides, the outer motive power to propel the goernment system change includes: the leadership of the Party, the people's democracy and the governance of the state according to law. And the system construction, system designation and system arrangement are included in the inner motive power. Under the guidance of the socialist political civilization, in order to propel the government system change, measures should be taken in the following three aspects: government organization system, human resource system and behaviour system.
