Abstract Based on the analysis of reputation theory, this pap er points out local reputation is a kind of local public goods. Local reputation construction is an effective strategy of local development, and regulation is a crucial power. Reg ulation failure such as regulation captive and regulation conflict will produce adverse effects on local reputation construction and economic development. Innov ation of regulation ideas, networks and tools will decrease regulation failure a nd promote local reputation construction and economic development.
