| On Govemmental Action and the Growth of Civilian Community |

Abstract The paper, who made a survey on three non-governmental profitable bodies of different properties in F County, Hebei Province, proposes the governmental participation in the development of Civilian Community in northern China where is in blind worship of the government during the transformation period of the over-powerful administration. In market economy, the government plays a key role (consciously or unconsciously) for the growth of such bodies as some of its functions are undertaking changes.
