| The Institutional Change in Government Organization |

Abstract In the reform which transforms the planned economy to market economy in China, the paper thinks that the reform of the examination and approval institution is just the institutional change in government organization. The institutional change in government organization should be explained as the process of the power game between some action groups. In this view, this paper analyzes the reform of the examination and approval institution in the city of Ningbo.
