Abstract Urbanization in China happened under the background of town-county social structure with dualtrack and indefinite peasants' rights on lands, therefore, many related institutes led to great decrease of peasants' rights, and made it be a serious problem that affected the sustainable social development. To resolve this problem actually is based on taking on the situations of peasants' privileges and rights as the norm of urbanization and even the wholly social development, to set up appropriately scientific protection mechanism of peasants' privileges and rights.
