| On Public Policy for Rural Women Being Members of Villagers'''' Committee |

Abstract Rural women are still in the rim condition for politic resource allocation of village-level management at present. The paper holds an opinion that policy for rural women being members of villagers' committee does not cover definite sexual ratio and there is still a little gap between policy implementation and policy target. Except for social culture and economic development level people frequently mentioned, factors led to this condition include economic development concept which is guiding policy making and implementation, efficiency concept of tool rationality over value rationality, vague recognition on value target of policy, and unbalanced sexual structure of policy making and implementation, etc.
