Abstract Based on Myrdal' theory on "geographically dual economic structure", the paper points out Chinese economy is in fact a "geographically dual structure" which is difficult to be eliminated automatically by the means of "market competition" advocated by classical economics. So the paper assumes a strategic pattern of "the market-oriented model by government guiding" of the great exploitation in western China and emphasizes the whole frame of the new pattern. Concrete forms of "the double open out and development by government guiding"and feasible policy suggestions are also provided.
