Abstract With the development of urbanization and modernization, the problem of mobile children's schooling is more and more important in China. This paper addresses a theoretical framework for reflecting the role of local government and educational policies of mobile children from the perspective of educational demand. Results indicate that local government should use different tactics and bear different responsibilities to satisfy the multiple demands for education of mobile children. On one hand, local government must play an active role facing some kinds of educational demand of mobile children; On the other hand, the intervention of local government is limited in considering other kinds of demand. In a word, educational policies of mobile children are flexible and local government has its own choice in specific context.
