Abstract During the transformation of the society, all kinds of rules and orders are redefined and reconstructured. The theory field there lation between the urban house owners and the household management compaines is concerning. This paper, from the perspective of civil social political life, aiming to the conflicts between subjectivities in districts, discusses how can the owners uphold their resonable rights through the strategies of collective actions and how to make these actions into practice.
