Abstract China is an exception of the state structure system in big country. It has finished the missions of federalism using the unitary system with diverse local government modes and maintained the national unification and stability. Local government modes are composed of modes of common centralization, ethnical self-government, special region multiple. Every mode is key to the actual problems in China, Which is based on the Chinese history and politician reasons. They have formed Chinese characteristics of local government mode, which possesses the adaptability of the development, multiplicity of the function and compatibility of the content. We must research the roads of country conformity development and overcome the negative aftermath caused by the discrepancy of local modes under the influence of economic globalization and politics power-separation.
