Abstract Historical institutionalism is one of the main paradigm of politics science which is based on experience in the contemporary era in the west, and it is one of the genre of new institutionalism politics science. According to the paradigm of Historical institutionalism, by pectination of the evolution of university self-determination right between western developed countries in Europe and America, the paper recapitulates that university self-determination right mainly reflects the relationships of power proportioning between western governments and universities and government are the dominant factor of university self-determination right evolution.
