Abstract The rail is a potential or real rule and criterion through which the society functioning can be maintenanced and one can be acquiesced,accepted and admissed by the groups of society.The standards of the impermissible sexual behaviour are either definite and undefinite;The rules measured a sexual behaviour is impermissible or should not include statistical rule,medcial rule,ethical rule and legal rule.The four criterions are not only inseparable but also having relative independce.When judging a sexual behaviour is impermissible or not,we should obey three principles:the principle of no injury and voluntary principle and private affairs principle.According to the three principles,some traditional impermissible sexual behaviours shoud be put in order and judged again,so as to rebuild the sex order in different social levels,protect a virtuous circle and a harmonious development of the social activity.
