Abstract The development of the non-state economy needs the confirmation and protection of the legal systems.With the deepening of the reforms in economic systems,the non-state economy plays a more and more important role in our political and economic statues.The systematic conditions and policy environment have been greatly improved.But,in comparison with the rapidly development of non-state economy,the development of our legal environment turns out to be backward and some have even become obstacles to the economic development.In order to guide and support the sound and rapid development of the non-state economy,we need to clear up the current laws and regulations.In accordance with the principles of being open,just and impartial,we need to speed up our steps of formulating the relevant laws and regulations and optimizing the legal environment of the non-state economy and providing the effective legal guarantee for the development of the non-state economy.
