Abstract Subdividing the types of rural public products according to their technical attributes,making clear who takes the main part of raising funds of some public product according to the financial distributing mode,reasonably dividing the functional boundary among central government,local governments and community organizations,are the requirements to solve the problems of rural public products' shortage,and are the demand to ultimately reduce the bear expenses of farmers,and also are the need to definite the border of farmer autonomy and promote its development.
