| Cooperative Medical-care System And Legitimacy: An Positive Study On Sanitation Politics |

Abstract This thesis summarizes two types of political development modes in contemporary China's political modernization: welfare politics and right-orientated politics.Taking the cooperative medical-care system as an example,the ruling party and government tend to maintain political stability and broaden legitimacy foundation by means of establishing social welfare system and rebuilding public goods supplying system.Although this transformation reflects political progress in China,single welfare politics pattern without necessary citizen's political participations will not only do harm to social welfare policies' implementation but also weaken authorities' legitimacy foundation.Therefore,this thesis proclaims that the ruling party and government should grant more political rights to farmers and citizens during the rebuilding of social public goods supplying system.This suggestion will be proved a more stable and effective way to strengthen legitimacy for authorities,which is also beneficial to Chinese politics modernization in the long run.
