Abstract The concept of self-strengthening by educating all citizens and applying science in production has pushed educational reforms throughout the last century. As early as 20s and 30s in the 20~(th) century, former education reformers in China unexpectedly saw issues coming along with new western school system as it was transplanted into the Chinese society. The new school system destroyed indigenous education system, which had maintained local society for a few thousand years.Rural China experienced stagnation. However, education reform in the last 25 years did not remove those issues either, but centralized education in every way,in terms of decision making, administration as well as curriculum.Needs of rural development are neglected in the process of schooling. In regard to rural development,it is necessary to establish a social support system that involves rural population and integrate knowledge and skills into action.Non-formal education or learning-by-doing has been a major path through which human beings have developed our own capacities. It is a journey that participants go through in order to construct their own community.During the journal they create new or their own knowledge and skills,to share visions and to take actions together.
