Abstract This paper is mainly devoted to argue that the ultimate purpose of the reform of the enterprises and units in township(xiang zheng shi ye dan wei) is to provide fine public service for the development of agriculture,the rural area and to meet the demands of farmers.The stand-point and direction of the reform is to form a demands-oriented new public-service system.This paper,which based on the results of the questionnaire of the farmers on their public demands,goes deep into the analysis of the structure,features,and preferences of the demands of the farmers.Besides,it also discusses the way to fulfill the demands satisfactorily.Therefore,it paves the way for the further reform in future.
